It can be said that no other sector has received state budget for learning Ho Chi Minh’s morality like the police forces. In addition to the mandatory regulation to study and follow Ho Chi Minh’s moral example in terms of the Party, in terms of the State, the police are also educated with “Six things Uncle Ho teaches the Police.”
However, the Vietnamese police are increasingly worsening and cannot be controlled. Each position in the force has a certain price, high or low depending on the position. There are police positions that require paying billions to be arranged, such as patrol positions on major traffic routes.
In addition, the position of Regional Police is also attractive because if they are in charge of an area with many sensitive services, they also act as legal protection, meaning they are the ones who inform the violating business to cover up before the inspection. In return, they receive a large sum of money from the business. Therefore, just being a Regional Police is very rich.
At the top, the senior police officers are receiving contributions from their subordinates according to the sharing law. That is an unwritten law that all police officers must understand. These revenues are the main income for police officers, not salaries.
Recently, the Hanoi People’s Procuracy has completed the indictment to prosecute three former police officers of Dien Bien ward, Ba Dinh district for the crime of Abusing position and power to appropriate property. They are Senior Lieutenant Chu Hai Nam, Captain Tran Van Cong and Senior Lieutenant Ngo Viet Duc.
It is known that the three officers used patrol motorbikes to force violators to go to the bank to withdraw money to bribe them.
Many people believe that getting bribery is a normal thing in the police forces. This is considered a terrible legacy of former Minister of Public Security- incumbent General Secretary To Lam and it is still the same under Minister Luong Tam Quang.
