Hanoi Chairman Nguyen Duc Trung on his post just ten days: What happens?

The fact that Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People’s Committee, was reportedly hospitalized due to a serious illness just ten days after taking office, has raised many questions from the public about the high-level personnel procedures of the Communist Party of Vietnam (CPV) and General Secretary To Lam.

Trung, born in 1974 in Thanh Hoa province, was elected Chairman of Hanoi on November 13, meaning he has only been in office for just over 10 days. According to many informed sources on social media, his health unexpectedly deteriorated, and he was unable to continue performing his duties.

 

What has attracted public attention is the current regulation on health examinations for high-ranking officials of the ruling party, which requires periodic examinations every six months, in-depth examinations when there are medical conditions, and a mandatory health classification conclusion before appointment.

These standards are established to ensure transparency, suitability, and to avoid risks in the operation of the high-level leadership system in managing state affairs.

Therefore, the fact that a high-ranking official like Trung was appointed to the particularly important position of Chairman of the capital city but could only hold the position for a very short time has created suspicion from the public.

Observers suggest two possibilities: Firstly, Trung’s health condition deteriorated too quickly, far exceeding the results of the previous health examination and beyond the expectations of the expert council.

Secondly, the health assessment process may not have been carried out fully or rigorously as required. Also, the lack of responsibility in the appointment process has increased public skepticism. The fact that a leader of the city that is the political center of the entire country only held the position for ten days raises the question: was this irresponsibility or a deliberate „political calculation“ in the high-level personnel decisions of General Secretary To Lam before the party’s 14th National Congress?
