There was only one case, that was Mobifone buying AVG. This case left traces of the official correspondence between then Deputy Minister of Public Security To Lam and then Deputy Minister of Information and Communications Truong Minh Tuan, and his boss Minister Nguyen Bac Son.

In order to push AVG into the hands of Mobifone at a high price in order to drain the budget, the group of interests included Pham Nhat Vu – Pham Nhat Vuong’s younger brother, Truong Minh Tuan and Nguyen Bac Son of the Ministry of Information and Communications (Mobifone under the Ministry of Information and Communications) and To Lam of the Ministry of Public Security, cooperated with each other to “dance” back and forth to have an excuse to buy and sell.

On October 15, 2014, Pham Nhat Vu sent official letter No. 517/AVG-CV to Minister Nguyen Bac Son, which said that Hong Kong company 8206 had made a deposit of $10 million to buy AVG for $700. million. In this letter 517/AVG-CV, Pham Nhat Vu would like to offer AVG to company 8206 and said that Vu will sign the contract on November 15, 2014.

When To Lam made money

The Ministry of Information and Communications did not decide. Therefore, on November 26, 2014, Mr. Truong Minh Tuan – Deputy Minister of Information and Communications signed the document No. 200/BTTTT-VP to Mr. To Lam – Deputy Minister of Public Security, asking for advice on the AVG sharre offering guidance.

On December 8, 2014, Mr. To Lam signed letter No. 4352/BCA-A81, replied to Official Letter 200/BTTTT-VP, and said that shares are not allowed to be sold to foreign countries, but only sold domestically. In this letter, Deputy Minister To Lam said that the figure of $700 million is too high.

To set up a risk barrier for this deal, on March 5, 2015, Mr. Truong Minh Tuan signed the letter No. 44/BTTTT-QLDN to To Lam and requested the Ministry of Public Security to put this transaction on the secret list. After that, Mr. To Lam signed the letter No. 418/BCA-TCAN on 9/3/2015, putting these transactions in confidential form. That is one of the reasons for this illegal trading case not to be discovered. This document 418/BCA-TCAN violates Decision No. 961/QD-BCA (A11) dated August 22, 2006 on confidential lists.

On December 18, 2015, Deputy Minister Truong Minh Tuan signed the letter No. 235/BTTTT-QLDN to the Ministry of Public Security on the content of the price. On December 21, 2015, To Lam signed the letter No. 2889/BCA-A61, in which there were two contents about the purchase price and business efficiency.

That is, Mr. To Lam is involved with AVG about the decision to keep this sale confidential and valuation. As everyone knows, the deal fell through, Truong Minh Tuan, Nguyen Bac Son, Pham Nhat Vu, etc. went to jail, and the file related to To Lam was locked because of the word “secret.” This failed business is also said to have the hands of Mr. Nguyen Tan Dung’s daughter, Mrs. Nguyen Thanh Phuong. Ms. Phuong let a “life doll” set up the AMAX Inspection Company to participate in the game.

After this case, Mr. To Lam became minister and thanks to the same faction with Mr. Nguyen Phu Trong, Mr. Trong did not handle To Lam. Before being minister, To Lam followed the “money” fraction, after becoming minister, To Lam was more inclined to power.
